Kathmandu. The 75th executive meeting of the Kathmandu metropolis has been concluded. The meeting chaired by Mayor Vidya Sundar Shakya has decided to work in case of resignation of the ward chairperson and ward members, local level self-assessment, and other issues.
Article 115, sub-section 8 of the constitution of Nepal provides for the condition of not being able to hold the post of people’s representative. In case of not being able to remain in the post, the chief should resign before the deputy chief and the deputy chief, ward chairperson and ward members should resign before the chief. The ward secretary has decided to act as the acting chairperson if all the members including the ward chairperson resign in the current situation where they have to resign to become candidates in the local level election 2079 BS.
According to the same arrangement, today’s meeting has decided to appoint one of the resigned ward members as acting chairman. It has been decided to give the right to the ward secretary to act as the acting chairperson if all the people’s representatives of the ward resign. Chief of the Planning Monitoring and Evaluation Unit Narendra Vilas Bajracharya presented the results of the local level institutional self-assessment at the meeting.
Article 116 of the Local Government Operation Act provides for the condition of working as a caretaker. In case the ward chairman resigns, a caretaker can be appointed from among the ward members. The meeting of executive can decide on the acting chairman if all the people’s representatives resign.
60.75 points have been obtained from the internal evaluation based on the indicators in the self-assessment procedure. The meeting has approved this result. The meeting has approved the appointment of Rajesh Humagarin of Nandi Ratri Secondary School, Naxal, and Dharmendra Khakurel as headmaster of Mahendra Buddhist Secondary School.
Similarly, the Department of Education had submitted the candidate recommended by the three-member recommendation committee headed by the school inspector, expert, and chairman of the school management committee to the executive. The meeting was attended by Deputy Mayor Hari Prabha Khadgi Shrestha, Chief Administrative Officer Loknath Poudyal, and other officials.
