Why was the Council of Ministers not expanded for 66 days?

Kathmandu. It has been 66 days since Prime Minister Sher Bahadur Deuba took the oath of office and secrecy on July 13. Deuba, who initially formed a five-member cabinet, added a minister of state. At present, these 6 people are running 25 ministries. It is not that meetings have not been held many times to expand the Council of Ministers. But so far it has not been decided.

A meeting of the top leaders of the ruling coalition was also held at the Prime Minister’s official residence in Baluwatar on Thursday. The meeting could not reach an agreement on the ministry. After a long effort, the top leaders have not been able to finalize the distribution of ministries and a task force has been formed to facilitate the running of the government. “We have given the task force to decide which party will take the number of ministries and on what basis,” said a top leader who attended the meeting.

Earlier, the task force had given the responsibility of allocating ministries and finalizing the ministers to the top leaders. But after the top leaders of Congress President Deuba, UCPN (M) Chairman Prachanda, CPN (Unified Socialist Chairman Madhav Nepal), and Jaspa Chairman Upendra Yadav could not reach a decision, the responsibility has returned to the task force. The task force formed under the leadership of Congress General Secretary Purna Bahadur Khadka has Minendra Rijal, Ramesh Lekhak, Barshaman Pun, Dev Gurung, Rajendra Shrestha, and Mahendra Rai Yadav as members. Now, this task force will decide on the expansion of the Council of Ministers.

Why the expansion of the Council of Ministers is not possible?
Congress leader Pradip Poudel said that the expansion of the Council of Ministers was delayed due to a lack of understanding between the parties. “The delay is mainly due to the problems of the parties affiliated to the coalition, the parties have not been able to select a minister among themselves and the party ordinance has not been inactive,” he said.

Maoist Center leader Chandrapani Khanal says that the expansion could not take place due to a lack of consensus among the parties. ‘Discussions are ongoing. There had to be an agreement between the parties. There is a delay in resolving some of the issues, ‘he said. He has admitted that there is a problem even in Bhagwanda. However, he said that discussions are underway to expand it as soon as possible.

“It is an internal problem of the parties. It was also stopped due to some other reasons. It will happen soon within a day, ‘he said. Khanal claimed that there was no problem within the Maoist center regarding the expansion of the cabinet. He said that there was no problem even within the Congress but it was delayed due to problems within the party of Madhav Nepal and Upendra Yadav.
