Butwal : Chief Minister of Province No. 5 Shanker Pokharel has said that implementation of the federalism was in the initial stage though much was done politically. At a programme on economic activities in federal setup organized by the Nepal Rastra Bank (NRB) here Sunday, the Chief Minister said that National Natural Resources and Fiscal Commission associated with the fiscal federalism to be formed as the constitutional commission was formed only under the Ministry of Finance as an administrative structure. The process of fiscal management and resource management cannot go ahead until the constitutional commission was formed, he said.
Saying that he has faced difficulties even in the implementation of the administrative federalism, the Chief Minister added that they are yet to enter the process of civil servants’ management and adjustment.
He added that the federalism was based on co-existence and coordination and the coordinative laws between the three levels of the government should be drafted as per the same spirit but no progress was achieved so far. Chief Minister Pokharel also pointed out the need for changing the existing structure of the central bank, and convert it into the provincial structure and suggested the central bank to prepare the monetary policy even by analyzing the realities of the provinces.
