Kathmandu. The Public Procurement Monitoring Office concluded that the contract for the construction of a new building of Lumbini Regional Hospital was ‘setting’ and instructed to correct it. Writing a letter to the Provincial Infrastructure Development Authority, the office has also asked for an explanation as to why the contract was made by making provisions contrary to the rules.
According to Umesh Dhungana, joint secretary in the office, he said that the qualification and documents were asked for in the contract, which is against the rules, and therefore an explanation was sought. The office said that the authority should correct the error in the contract.
Lumbini State Chief Minister Kul Prasad KC chaired the state infrastructure authority on June 9 and called for tenders for the construction of a building costing about 6.7 billion rupees including value-added tax.
The tender, which was canceled due to setting earlier, was found to have been colluded this time too, and the office has written to the authority again. In the tender, experience in the construction of ‘double basement’ buildings worth 2 billion 81 crores was requested. There has been a contract in the setting to give the contract to Rasuwa Construction or Sharma & Company and to pass the initial qualification to 2 companies to complete the process.
