Kathmandu. The split of the CPN-UML has also affected the Bagmati Pradesh parliamentary parties. Ashtalakshmi Shakya, who unanimously became the Chief Minister two weeks ago, is in the minority. Shakya, who became the chief minister from a single majority with 56 UML MPs in the 109-member state assembly, fell in the minority on Tuesday.
Shakya is in the minority after 12 lawmakers from the newly formed CPN (Unified Socialist Party) split from the UML. After 12 out of 56 MPs identified in favor of the Socialists, the UML parliamentary party now has 44 members. At the same time, UML has lost its majority in Bagmati. UML needed 44 MPs out of 55 required for a majority.
The 12-member Madhav Kumar Nepal-led Samajwadi Party will have the support of the 22-member Congress and the 23-member UCPN-M.
There will be 57 MPs, including 12 from the Socialists, 22 from Congress, and 23 from the Maoists. There are two more MPs than the 55 required to form a government. Due to this, preparations are underway to remove Shakya and make Rajendra Pandey the Chief Minister of Bagmati. Preparations are underway to make Pandey the chief minister as soon as 12 UML lawmakers identify themselves as socialists on Tuesday.
After 12 lawmakers of the ruling UML identified themselves as socialists on Tuesday, Chief Minister Shakya has a constitutional obligation to seek a vote of confidence from the state assembly within 30 days.
The Socialists have a strategy to remove Shakya and make Rajendra Pandey the Chief Minister. According to Madhav Nepal’s strategy of not giving responsibility to the same person in the party and the government, Pandey, the general secretary of the party, is being made the chief minister of Bagmati Pradesh. If Pandey becomes the Chief Minister, then General Secretary of Samajwadi Party Gangalal Tuladhar and Dr. Vijay Poudel will be one of them.
Madhav Nepal, who is preparing to change the government of Bagmati Pradesh with the support of Congress and Maoists, has taken a strategy of not giving party responsibility to those included in the government and not sending those who have taken party responsibility to the government.
